the issue is most likely in the API mapping under Custom domain names. Check that you have not actually created a mapping path called "dev" and mapped it to the dev stage.

You do need to have some path assigned to the stage if you want to have multiple APIs on the same domain. It is only possible to map the root like you are talking about here if you only have one API on the domain. In that case when you set up the mapping leave the Path blank and it will work.
